Officers

President - Jeff Mateer

Mr. Mateer is one of the founders of Adoption Connection, Pa. He brings over 20 years of executive management experience to our Board, much of which was gained as a senior manager at a Fortune 500 company. Jeff is also very active with Chippewa Evangelical Free Church, where he currently sits on the Elder Board and serves as the church's Treasurer. He and his wife, Traci, have been very blessed through the gift of adoption in their family; they live in Beaver, PA with their 5 children. Jeff's leadership abilities, fiscal focus and generosity have had an enormous impact in all areas of the agency's success.

Vice President - William Milligan

Mr. Milligan and his wife, Nancy, are adoptive parents of 2 beautiful children. Bill is employed as a “Planning Specialist” with Allegheny County’s Office of Mental Retardation/Developmental Disabilities, bringing valuable strategic experience to the leadership focus he provides. Bill takes a very 'hands on' approach in his service to ACPA, and rarely passes on an opportunity to assist with agency needs.

Treasurer - Reverend Jeffrey Arnold

Pastor Jeffrey Arnold is the Senior Pastor for the First Presbyterian Church of Beaver, located in Beaver, Pennsylvania. Pastor Jeff has a broad range of leadership expertise that includes international missions, as well as local board affilaitions at Geneva College and Heritage Valley Medical Center, to name a few. He is passionate about children, pro-life issues and adoption, and he and his wife, Karen, are former foster parents. They live in Beaver and have three children; Brett, 21; Heather, 19 and Hannah, 16. Pastor Jeff has also received his Masters of Divinity Degree (Magna Cum Laude) from Gordon-Conwell Theology Seminary in Boston, has completed a Doctor of Ministry Degree at Pittsburgh Theological Seminary in Pittsburgh, and has authored eight books. Adoption connection, PA is pleased and fortunate to have Pastor Jeff on our board.

Secretary - Virginia Caldwell

Ms. Caldwell is recently retired from Geneva College, having spent 20 years there; initially as Director of Recruitment & Marketing for the Degree Completion Program; the past 14 years as the Director of Alumni Relations. Ginny is a very civic-minded professional who has served many various organizations in both board and service capacities, bringing with her a sharp eye for policy and HR details. She intends to use her PR/Marketing skills and experience to enhance Adoption Connection's impact within the communities we serve.

Executive Director - Colleen Haney

Colleen lives with her family in Rochester and is employed as the agency's Executive Director. She has been a Social Worker for over 23 years, with an emphasis in non-profit management and a passion for Adoption and Crisis Pregnancy work.

Terri Davis

Ms. Davis is an adoptive parent who chose an international adoption from Russia in the early nineties. She lives with her family in Beaver. Terri is a Sales Executive with Merryl Llynch and has a very strong background in non-profit as well as financial management. Terri is also very involved in her church and community, has extensive board experience and a strong desire to support adoptive families through ACPA.
